X is a fourth world country that has recently abandoned Communism. Nevertheless, X's government is a dictatorship, run by a military strongman. Y briefly deposed the President and made himself dictator. He then began to increase tourism in X and made gambling legal. X's attempts to launch its own satellites have resulted in nothing but failures. For many years X has been involved in a bloodless civil war. Despite being in such a poor state, X has threatened its neighbours with nuclear weapons.
